The provenance ledger is the spine of the work.
The Scholar Council has not yet been seated. Until the bootstrap ceremony per ADR-0063 fires, every “verified” badge across the platform is displayed as “Provisional”. The platform launches honest about its bootstrap state.

A record on Vamshanidhi is more than its text. It is the source the text came from, the moment the source was captured, the SHA-256 hash of the captured bytes, and the named scholar (or, where no scholar has yet ruled, the absence of one) who has weighed it. Strip any of those and the record stops being citable. The platform refuses to let that happen.
Every snapshot ingested by the narrative-intelligence subsystem writes its provenance row first, before the claim it implies is surfaced anywhere. Source URL, capture timestamp, content hash, integrity status. Readers can independently verify each field. Researchers can refetch the source and compare hashes.
Every record sits in one of three states. The pill beside a record names the state in a single word; the state is never inferred and never decorative.
At least one named scholar has concurred with the claim, the source meets the federation-peer standard, and the provenance row is intact. The scholar's name appears on the record. Verification can be revoked; the revocation is also public.
The record exists with full provenance, but no scholar has yet ruled. The platform shows it because suppressing provisional knowledge is a worse failure mode than displaying it with a clear label. The label stays until a scholar weighs the claim.
Two or more scholars disagree on the substance of the claim. The disagreement is preserved on the record, with the named positions of each scholar, the citations they rely on, and the date each weighed in. The platform does not pick the winner. The reader reads the dispute.
