The Scholar Council is the body of domain experts who hold the platform accountable to historical evidence. Its authority is epistemic, not operational. The council decides what the record says. The council does not decide who runs the platform. The custodial entity (founder, national_admin tier, successor body) runs operations and answers to the council on substance.
Civilization preservation requires a body that can refuse the founder. The council is that body. It is bound by its own bylaws, which it adopts, amends, and enforces upon itself. When the bylaws and the platform constitution conflict, the constitution wins and the bylaw is revised in the next amendment cycle.
A platform that quietly chooses what is true is a platform that cannot be trusted on a hundred-year horizon. The council exists so the choice is never quiet.
How scholar concurrence becomes a record.
A claim arrives. It might be a temple’s first-attestation date, a manuscript’s paleographic dating, a kinship term’s community-specific reading, a translation gloss. It is ingested with full provenance. It enters the platform as provisional until a council member weighs it.
A scholar in the relevant discipline reviews the claim against the cited evidence. If the scholar concurs, the scholar’s name, role, and timestamp are written into the record alongside the verdict verified. If a second scholar later disagrees, the verdict shifts to disputed and both positions stand on the record with their citations.
The platform’s identity scheme, codified in ADR-0026, means every record carries a stable URN that the scholar’s concurrence binds to. A scholar revoking concurrence rewrites the verdict on the same URN; the history is preserved.

The bootstrap composition appoints twelve scholars across the disciplines below. The shape of the council follows the shape of the archive. Each scholar holds primary authority in one discipline and concurrent voice in others.

Where the council stands today.
The council is in bootstrap. Founder-tier appointments are in progress under the Article §8.1 Phase 1 protocol documented in the runbook. Until the seats are filled, all claims published by the platform sit at provisional. The platform does not paper over this. A verified record exists only when a named scholar has weighed it; nothing else qualifies.
Scholars interested in council appointment, in single-record concurrence as an external reviewer, or in institutional partnership can write to the custodial entity via the contributor channel. The appointment process is selective by design.
