Named seats, named holders, named vacancies. The platform does not pretend.
The council is in bootstrap. Phase 1 (0 of 3) and Phase 2 (0 of 9) appointments are in progress per Article §8 of the bylaws. Until at least one Phase 1 seat is filled, no record can carry scholar concurrence — every verified row reads as provisional per the ADR-0063 G4 ceremony posture flag.
This page is the public roster. The platform will not show fabricated holder names while bootstrap is in progress — every name here is real or every entry says vacant. That is the structural promise the council makes to the record.

Phase 3 · Bylaws ratification.
With all twelve seated, the council ratifies its own bylaws per the ADR-0063 G4 ceremony. On ratification, the custodial entity flips NEXT_PUBLIC_SCHOLAR_COUNCIL_BOOTSTRAPPED and every verified record on the platform begins reading as verified rather than provisional. Concurrence written under the draft bylaws is grandfathered.
